H.R. 3575, the Legally Binding Budget Act

Recently, I introduced H.R. 3575, "The Legally Binding Budget Act” which would establish joint resolutions on the budget. The effort of which would give the budget the weight of law.
The Legally Binding Budget Act fundamentally reforms the budget process by establishing a mechanism at the beginning of the budget process to reach agreement between the House, Senate, and the President on the appropriate levels of budgetary resources for the upcoming fiscal year. This mechanism is a joint resolution on the budget which would have the force of law and, like all laws, require the signature of the President (or a two-thirds majority of both chambers’ overriding a veto) to be enacted.
