Black, Flores, Walorski, Smith, Pitts & More than 80 House Members Reintroduce Title X Abortion Provider Prohibition Act
Washington, DC – Today, U.S. Representative Diane Black (R-TN) joined by Republican Study Committee Chairman Bill Flores (R-TX), Congresswoman Jackie Walorski (R-IN), Pro-Life Caucus Co-Chairman Chris Smith (R-NJ), Values Action Team Co-Chairman Joe Pitts (R-PA) and more than 80 other House members re-introduced the Title X Abortion Provider Prohibition Act. This bill ensures that Title X family planning grants are used for their intended purpose and are prohibited from being used by organizations that provide abortions or fund those that do.
“Planned Parenthood and organizations like it that profit off the destruction of innocent life do not deserve one more dime from American taxpayers. I have been proud to lead the charge against the funding of the big-abortion industry since my first days as a state legislator, and I am honored to continue this fight by reintroducing the Title X Abortion Provider Prohibition Act. This legislation would simply clarify the original intent and spirit of the law to ensure that Title X federal funded grants will no longer be awarded to ‘health care’ providers that fail to protect life by providing abortions,” said Congressman Diane Black.
Rep. Black added, “While Planned Parenthood and its counterparts like to repeat the company line that federal dollars do not directly fund abortions, commonsense tells us differently. According to Planned Parenthood’s own annual report, the organization performed 327, 653 abortions in 2013 alone – all the while receiving more than $528 million in funding from Uncle Sam. The sad truth is they are not alone. Similar organizations continue to threaten the lives of the unborn while cashing in on our tax dollars. My legislation will stop this shameful practice in its tracks.”

“Protecting human life is something I take extremely seriously, and when the largest abortion provider also receives federal money to help end human life, taxpayers should be extremely concerned,” said Congresswoman Jackie Walorski. “It’s wrong and this bill will ensure that abortion providers aren’t funded with federal dollars.”

The federal government should not be subsidizing the largest abortion chain in America, Planned Parenthood, which performs roughly 330,000 brutal, painful abortions each and every year. Abortion chemically poisons or dismembers children piece by piece, and Planned Parenthood—better described as ‘Child Abuse, Incorporated’—does 900 abortions a day, 37 an hour and one abortion every two minutes. Abortion is violence against babies and their mothers, and has no place in federally-subsidized programs.” said Pro-Life Caucus Co-Chairman Chris Smith.
“I’m proud to once again co-sponsor Congressman Black’s bill to prevent federal funds from going to groups that provide abortion. Federal money keeps the lights on in facilities that house abortion clinics. A strong majority of Americans don’t want federal funds supporting the practice, and it is time we shut off the flow of money to such groups,” said Values Action Team Co-Chairman Pitts.
Background: A nurse for more than 40 years, Congressman Black has championed key pro-life legislation at both the state and federal level. The first piece of legislation she introduced as a member of Congress was HConRes 36 which would have defunded Planned Parenthood in the first Continuing Resolution of the 112th Congress. The Title X Abortion Provider Prohibition Act was first introduced by Indiana Governor Mike Pence (R-IN). Congressman Black carried in the legislation in the 113th Congress where the bill garnered the bipartisan support of 183 cosponsors.
