Rep. Black Responds to Report on Obama Administration’s “Passive” Response to Obamacare Fraud
Washington, D.C. – Today, Congressman Diane Black (R-TN-06), a registered nurse and member of the Ways and Means Health Subcommittee, responded to the newly released Government Accountability Office (GAO) report highlighting the Obama Administration’s “passive approach to identifying and preventing fraud” in implementation of the Affordable Care Act. The report further stated that “With unresolved inconsistencies, CMS [the Centers for Medicare and Medicaid Services] is at risk of granting eligibility to, and making subsidy payments on behalf of, individuals who are ineligible to enroll in qualified health plans.”
The GAO study followed a report released yesterday by the Health and Human Services Office of Inspector General (OIG) examining the bungled launch of Healthcare.gov as well as a recent Senate report which found that the Obama Administration doled out an estimated $750 million in Obamacare subsidies to individuals of unverified immigration status. Congressman Black released the following statement:
“This makes two government reports in as many days that each paint a clear picture of the Obama Administration’s negligence when it comes to implementation of the healthcare law,” said Congressman Diane Black. “This report, like yesterday’s, confirms what we already knew: The Obama Administration has never had an interest in guarding against Obamacare fraud. They are more interested in propping up enrollment numbers for the sake of a political talking point. This was made readily apparent when President Obama issued a callous veto threat of commonsense, bipartisan legislation that I authored and successfully passed through the House back in 2013 requiring verification of eligibility for Obamacare subsidies before the payments go out the door. I have reintroduced that bill in the 114th Congress as the No Subsidies Without Verification Act of 2015. As evidence of the Obama Administration’s recklessness with enactment of this law continues to mount, and as more examples of Obamacare fraud are brought to light, I am personally calling on House Republican leadership to pass this bill at once so that Congress can take a stand against this abuse of taxpayer dollars.”
Key findings of the nonpartisan GAO report:
-The report found that approximately 431,000 applications from the 2014 enrollment period, with about $1.7 billion in associated subsidies for 2014, still had unresolved inconsistencies as of April 2015 —several months after close of the coverage year.
- The report found that CMS did not resolve Social Security number inconsistencies for about 35,000 applications (with about $154 million in associated subsidies) or incarceration inconsistencies for about 22,000 applications (with about $68 million in associated subsidies).
